The Northern Light consortium is led by Thoth Technology, who has overall responsibility for the mission. Thoth is coordinating with academia, industry and government to provide system and instrument specifications, mission planning and mission management, including the directing of contractors and quality-control assurance.

The Northern Light industrial team includes experienced manufacturers of spacecraft systems responsible for developing required space-qualified hardware according to recognized international specifications and standards.
